11:30–12:00 – Kobe City Hall Observation Deck
Head to the 24th-floor observation deck of Kobe City Hall for spectacular panoramic views of Kobe's skyline, harbor, and the surrounding Rokko Mountains. This free observation deck offers one of the city's best viewpoints for memorable photographs.
12:30–13:30 – Sannomiya
